Qualifications and skills

  • Minimum of 10 years of relevant financial management experience
  • Proven experience in effective cost management strategies, tools, models, and processes. As well as capability to design and implement consumption driven cost solutions (including cost management and optimisation).
  • Strong numerical / analytical skills with the ability to gather, analyse and interpret significant amounts of information accurately.
  • Excellent communication skills and ability to effectively convey complex ideas tailored appropriately to the audience.
  • Solid understanding of the key drivers, concepts, and language that Finance, Procurement, Service Management and Technology teams use day-to-day.
  • Experience with using cost management tools (SAP modules, etc.) and data analysis using Excel or advanced analysis tools (e.g., Power BI) to drive actionable insights for customers and senior stakeholders.
  • Experience of working with cloud tagging and naming schemes to drive accurate allocation and accountability of cloud spend.

About the role

The Operational Effectiveness Team provides robust financial analysis and support across the D&E portfolio to unlock value while also driving and maintaining financial hygiene and governance in the operational processes. This team enables educated decision making for cost management by providing overarching and holistic visualization of the budget utilization of the entire portfolio and consolidating information across products, platforms and services managed by D&E.

The Operational Effectiveness Lead is an exciting new role within the team. This role is with support the Head of Operational Effectiveness with the Design & Engineering (D&E) discretionary budget of ~£70m opex and ~£100m capex across all of CTO. This will be achieved by developing, maintaining, and governing the discretionary spend and budgets. By working collaboratively with other CTO delivery leads, Finance partners and interlocking with CTO customers to accurately track, forecast, and where appropriate, cross-charge the discretionary costs. Managing in year spend as well as future year forecasting.

Key responsibilities

  • Provide operational finance leadership for discretionary spend, providing expertise and assistance to IT leadership, outsourced partner, project delivery, technical leads, and engineering teams on all matters pertaining to discretionary spend and accurate cross-charges as required
  • Support with the management of discretionary budgets of both discretionary opex and capex and manage the full lifecycle of discretionary costs including budgets/forecasts/actuals by application/department in line with the project business cases
  • Develop and implement a standard discretionary spend budget format and cross-charging process for all of CTO
  • You will monitor and track spend across our disc. Opex and capex budgets and act on projected or actual anomalies to ensure budgets are managed and projects remain within forecast
  • You will manage the relationship between D&E and central D&T and Finance teams for discretionary opex and capex spends
  • You will develop and co-own the cross-charging process for business consumption driven costs as that process gets introduced in 2024 and beyond
  • Be the Product Owner for Business Consumption Driven costs including the associated tooling and support.
  • Fostering innovation in budget management: identifying, proposing, and implementing the choice of tools and processes.
