Job Description

Position Summary

The Project Controls Manager is the PMC's senior project controls leader responsible for providing integrated planning, scheduling, cost estimating, cost engineering, risk management, change management, reporting, and document control services for a multi-billion-dollar renewable energy and transmission project comprising Solar PV, BESS, substations, HVAC transmission, and the Indonesia–Singapore subsea interconnector. Acting independently on behalf of the Owner through the PMC appointment, the role ensures project leadership receives accurate, objective, and timely information regarding project performance, risks, and forecast outcomes, while providing robust oversight of EPC contractors, international suppliers, and complex cross-border delivery interfaces.

Role Purpose

The Project Controls Manager is the PMC's senior project controls professional responsible for establishing, leading, and managing the integrated Project Controls function across the full project lifecycle.

Acting on behalf of the Project Owner through the PMC appointment, the Project Controls Manager provides independent oversight, governance, assurance, analysis, and reporting covering:

The role is accountable for ensuring the Project Owner and PMC leadership maintain an independent and accurate understanding of project performance and forecast outcomes, separate from EPC contractor reporting.

The Project Controls Manager works across all project elements including:

  • Utility-scale Solar PV facilities
  • Battery Energy Storage Systems (BESS)
  • High-voltage substations
  • HVAC transmission systems
  • HVAC subsea cable interconnector
  • Marine installation works
  • Grid connection infrastructure
  • Testing and commissioning

Key Responsibilities

1. Project Controls Leadership – Establish and lead the Project Controls function, including governance, systems, standards, reporting, and team leadership, ensuring consistent controls across all project workstreams.

2. Schedule Management – Develop and maintain the Integrated Master Schedule (IMS), oversee contractor schedules, integrate all project phases, and ensure alignment with contractual milestones and delivery objectives.

3. Schedule Assurance – Independently assess schedule quality, critical path performance, forecasting accuracy, recovery plans, and delay risks, with focus on manufacturing, logistics, marine installation, grid connection, and commissioning activities.

4. Estimating & Forecasting – Lead project-wide estimating and forecasting activities, review contractor estimates, assess change impacts, and maintain realistic, evidence-based cost forecasts.

5. Cost Control & Performance Management – Implement cost control systems, monitor budgets and expenditures, evaluate cost performance, manage contingency utilization, and provide forecasts, variance analyses, and executive dashboards.

6. Change Management – Lead change control processes, assess schedule and cost impacts of variations, maintain change registers, and ensure all changes are properly governed and approved.

7. Project Risk Management – Establish and manage the project risk framework, facilitate risk assessments, maintain risk registers, monitor mitigation actions, and support strategic decision-making.

8. Quantitative Risk Analysis – Perform schedule and cost risk assessments, scenario modelling, contingency analysis, and confidence testing to support informed project decisions.

9. Document Control & Information Management – Oversee document management systems, information governance, data integrity, contractor document control performance, and project handover documentation.

10. Information Governance – Ensure consistency, auditability, and traceability of project data, while developing reporting tools, dashboards, databases, and digital project controls solutions.

11. Contractor Performance Verification – Independently verify contractor-reported progress, schedule credibility, manufacturing status, productivity assumptions, recovery plans, and forecast outcomes, particularly for major Chinese EPC contractors and suppliers.

12. Integrated Controls Management – Coordinate schedule, cost, risk, and information management across all project packages, interfaces, contractors, utilities, and stakeholder groups.

13. Executive Reporting – Prepare and present project controls reports, executive dashboards, risk and cost forecasts, schedule health assessments, portfolio reports, and Board/Steering Committee papers.

Key Accountabilities

  • Accuracy, integrity, and effectiveness of project controls systems and reporting.
  • Development and maintenance of the Integrated Master Schedule.
  • Cost forecasting, cost control, and performance monitoring.
  • Delivery of risk management, quantitative risk analysis, and change control processes.
  • Effective document management and information governance.
  • Independent verification of contractor performance and project status.
  • Timely identification and escalation of project threats, opportunities, and emerging risks.
  • Quality of executive reporting and decision-support information.
  • Project controls readiness for commissioning, handover, and project close-out.

Qualifications

Required Experience

  • Bachelor’s degree in Engineering, Construction Management, Quantity Surveying, Project Management, or a related discipline.
  • 15+ years’ experience in project controls on major capital projects.
  • 8+ years’ experience in senior project controls leadership roles.
  • Proven experience leading integrated project controls functions encompassing planning, cost control, risk, change management, and reporting.
  • Extensive experience supporting major EPC/EPCI projects.
  • Demonstrated success managing multidisciplinary project controls teams.
  • Advanced proficiency with Primavera P6 and enterprise project controls systems.

Preferred Experience

  • Utility-scale renewable energy and infrastructure projects, including:
    • Solar PV
    • Battery Energy Storage Systems (BESS)
    • High-voltage transmission networks
    • Major infrastructure developments
    • Marine and offshore construction
    • Subsea cable projects

Distinctive Advantages

  • Project controls leadership on projects valued at US$1 billion+.
  • Experience working with Chinese EPC contractors, manufacturers, and suppliers.
  • Experience delivering projects in Indonesia, Singapore, or other cross-border environments.
  • Experience on large-scale energy, transmission, or interconnector developments.
  • Experience supporting project-financed, lender-funded, or PPP developments.
  • Advanced expertise in quantitative schedule and cost risk analysis, including Monte Carlo simulation and scenario modelling.
